3. Let’s make a separate test to be taken at the same time that tests above and beyond proficiency. Let’s make it so that a student can completely fail this test and nothing bad will happen. No factoring into a “school report card,” no teacher bonus money, just informed parents and teachers who know where each pupil stands. Proficiency matters, and should be just that: proficient. Going above and beyond is laudable, but if we want everyone to do it, then that is just the “new definition” of proficiency.
